Collective self-consumers

In Croatia, collective self-consumption is currently not possible.

RECs and CECs

The amendment of its electricity law that will transpose the EMD was open for public consultation till 8 May 2021. It mostly follows the EMD Art. 16 provisions defining citizen energy communities however plans a spatial boundary resembling RECs. The owner of a share or member in the energy community of citizens may be a natural or legal person, including the body of a local self-government unit, micro-enterprise or small enterprise whose place of residence, establishment or business premises is in the area of ​​the local self-production unit. In addition member of the citizens’ energy community may also be a medium-sized enterprise or a large enterprise whose place of business or business premises is in the area of ​​the local self-government unit but they cannot excise any control. The voting rights are independently of the ownership share in the energy community of citizens. One member – one vote. The share of a member is limited to 40 %. There is a limit regarding the connected power: the total connection power in the direction of electricity transmission to the network at metering points of shareholders or members of the citizen energy community may not exceed 80% of the total connection power in the direction of taking electricity at those metering points, Citizens’ energy communities may not own or operate the electricity distribution network.
